Blue is a name used by several unrelated characters in the DC Universe.
The original was Blooney Blue, a Navy officer during World War II. Blooey fought alongside Red Dugan and Whitey Smith as the team Red, White and Blue. There is also a villain called Blue in the Rainbow Raiders. Peter Hayes used this alias when he became a supervillain, and fought the Justice Society.
Blooney Blue was created by Jerry Siegel and William Smith, first appearing in All-American Comics #1 (1939).
